The primary functions of the Club are to provide and promote a tournament program, to provide social and golfing contacts, and to provide club members with a golfing structure, including rules and handicaps, as a "not-for-profit" organization.
Membership in the Club shall be open to any male amateur golfer, 18 years of age or older. Membership is limited to 120 members. Prior year members shall have priority over new members if there are more than 120 applicants.
Dues will be determined by the Homestead Men's Club Board of Directors (the Board)and be paid on or before deadlines established by the Board. Dues collected will be for operating costs and other obligations and expenditures of the Club, and for charges by the Colorado Golf Association (CGA) for membership into their organization and establishment of a USGA (GHIN) handicap.
Dues will be determined and published annually. A late payment fee may be charged by the Club for any payment deadline not met, or a discount may be offered for a payment received prior to a deadline established by the Board. Prorated dues may also be available for members joining after the start of the Tournament season. Special memberships for deserving individuals may be awarded, resulting in those members having their annual dues and/or CGA costs waived (such as Club President, Club Champion, certain Homestead employees, Honorary Historical Handicap/Scorekeeper, etc.).
New membership in the Homestead Men's Golf Club will occur by invitation to a person listed on the wait list (if one exists) after the annual membership renewal process has been filled. If no-wait list exists, then all qualifying applicants shall be granted membership. An initiation fee will be paid in addition to the regular membership dues to the Club by new members (this fee may be waived by the Board).
Associate Members are charged a fee by the Club to establish and maintain a handicap through the Club's (CGA/GHIN) handicap system. This fee will be determined by the Board and published annually. Associate members have very limited membership benefits in the Club; with an occasional opportunity to participate in some club events.
If a full member drops his membership for one or more years, upon application to rejoin the Club, he shall be obliged to pay the initiation fee as a new member(this may be waived by the Board).
The Board is the governing body of the Club. The current Board can vary in size but shall consist of 8-12 members: President, Vice President, Secretary, Treasurer, (designated as "Officers") and4-8 At-Large members.
The term of each Board member shall be two years. Members may serve multiple terms. The Board shall operate on a Fiscal Year starting January 1 and ending on December 31st. The term of the Board will last 24 months. The outgoing President may serve as an ex-officio member of the Board for a term of one year(with voting privilege). Any Board member may be removed for good cause, including, but not limited to, inability to serve, excessive absences from meetings, or any conduct which could result in adverse reflection on the Club. In order to remove a Board member, at least two-thirds of the remaining members shall vote in favor of such action. If a position is vacated, the President shall fill the vacancy by appointment for the remainder of the term.
This Committee shall have charge of all Club tournaments, shall encourage interest in tournaments among members, and shall keep the Board advised of all tournaments. It shall keep and maintain all tournaments in Golf Genius (USGA Tournament Management Program) as well as fees collected for the same. It shall set the rules for all Club tournaments. This Committee shall be the final word on all disputes, subject to review by the Board. The Committee shall schedule the tournaments with the course in accordance with Article IX.
This Committee has the responsibility of accurately recording and monitoring the Club's (CGA/GHIN) handicap system. It shall at all times keep records and establish handicaps for the members in accordance with the system set forth by the USGA. It shall also register new members with the CGA, and shall activate/inactivate members as appropriate.
This Committee has the responsibilities to actively solicit new members, update application brochures, coordinate membership with the Tournament Committee and coordinate payments with the Treasurer.
This Committee has the responsibility to organize the Club's special functions, mainly the Spring Kick-Off meeting and picnics conducted following specified tournaments throughout the year.
This Committee shall keep the Board advised as to golf rules changes or revisions as they relate to the course and apply local rules as suggested in Appendix 1 of the USGA Rules of Golf book. This Committee shall also advise the Tournament Committee concerning rulings during Club events.
This Committee shall manage the Match Play and 2-Man Team competitions of the Club. The Committee may revise the Formats and Rules of these competitions at anytime, with the approval of the Board.
If necessary, the Vice President shall select a Nominating Committee of three members to select candidates for the coming term. The slate of candidates will be submitted to the general membership by the end of August prior to the expiration of the board's two-year term. The election does not include a vote for President, as the current term's Vice President assumes the duties of the President the following term. The election will be held by the final scheduled tournament (in person and/or electronically). Note: If there are 8 or fewer candidates (volunteers), then formal nominations and a club-wide election is not required; and those candidates will become members of the following term's Board through formal presentation at a Board meeting.
The Board shall meet regularly throughout the year, with more meetings in the winter-spring timeframe, and fewer meetings in the summer-fall timeframe. Meetings are at a time and place designated by the President, with 6-8 meetings typically held each year. Special meetings may be called by either the President or the Treasurer. At the first meeting of each Board term, the Board shall select the Vice-President, Secretary, and Treasurer. Additionally, the Chairmen of each Club Committee shall be selected. The Officers (President, Vice-President, Secretary, and Treasurer) may also serve as a Committee Chairman or assist other Club Committees.
One-fourth of the regular members of the Club entitled to vote; represented in person, shall constitute a quorum at a meeting of members. Electronic voting and/or mail-in ballots may be used to constitute a quorum.
Tournaments shall be approved by The Homestead's Golf Club Head Professional. The dates and times of these tournaments are also approved by the Head Professional.
This code of conduct is intended to describe an environment and culture that is reflective of the personal integrity and respect documented in the Rules of Golf, where it is written that we are capable of enforcing rules upon ourselves with honesty, integrity, and good sportsmanship. The same integrity, honesty, and goodwill are expected whether on the golf course, in the clubhouse or present on any other portion of the property.

Any Men’s Club member who violates or fails to observe this Code of Conduct may be sanctioned by the Men’s Club Board as follows:
The Club is organized solely for the social benefit of its members. This Club shall not be held liable to any member or to any other person for any damages or claims brought against this Club's operation. Any member applying and being accepted into this Club hereby waives their right to sue the Club for any such unwarranted damages or claims. The Club shall indemnify each officer and other members of the Board to the fullest extent permissible under Article 129 of Title 7 of the Colorado Revised Statutes. This assumes the Board member did not act in a grossly negligent or heinous way, under the erroneous pretense of representing the Homestead Men's Club.
The Board may amend, supplement, or repeal these By-laws. All such changes shall be binding on all Club members once approved. Any amendment, supplement, or repeal of these By-laws shall require formal approval by a majority of a quorum of the general membership (defined as those active in GHIN as full members at the time of the proposed changes).
